CSA Hazardous Materials Threshold Revised

In a recent Safety Measurement System (SMS) release, the Federal Motor Carrier Safety Administration (FMCSA) announced refined criteria to determine which motor carriers are subject to the more stringent hazardous materials (HM) intervention threshold. The intervention threshold will now be based upon operational evidence. This change will allow FMCSA to more accurately identify motor carriers that transport placardable quantities of HM so that resources can be put to more effective and efficient use.

Carriers that transport placardable quantities of HM must be subject to more stringent BASIC thresholds because of the increased threat they pose to public safety in the event of a crash or spill.

Prior to this update, the HM intervention threshold was applied to all motor carriers based solely on registration information that indicated they transported any quantity of HM. The lower threshold now only applies to motor carriers that have an HM permit and those that have been identified during an inspection, review or safety audit in the last 24 months to be carrying a placardable quantity of HM.

To find out if your status has changed based on this revision, go to the SMS website and enter your company’s U.S. Department of Transportation (DOT) or Motor Carrier (MC) number. Scroll down to the registration information at the bottom of the page. You will see a section titled Subject to Placardable Hazardous Material Threshold where it will say Yes or No. If you are subject to the lower threshold, you will be able to follow a link to a table that will explain why.
